The Sustainable City programme promotes the sustainable development of cities and municipalities through practical urban development and strategic management. The main themes of the programme are carbon reduction, smart solutions, health aspects and social development. The programme seeks out solutions to the challenges that connect these themes and fill in the gaps between them.

Its partnership-based approach primarily supports cities’ own work towards sustainable urban development. The programme is also an integral tool for strategic urban development cooperation and for the government’s core urban policy.

Actions taken through the programme include solving cities’ shared sustainability challenges, developing new solutions through practical pilots and development projects, replicating good practices and sharing experiences at an international scale.

The programme aims to create new partnerships and promote cross-sectoral collaboration, develop new, tested sustainable urban development solutions, produce innovators at the national level, generate new business opportunities, and establish an operating model for broader implementation of good practices. Thanks to the programme, urban development will be more environmentally, economically and socially sustainable and more strongly based on partnerships between cities and the central government.

The five-year programme will be implemented in 2019–2023. The programme is coordinated by the Ministry of the Environment in cooperation with cities, municipalities, several other ministries and operators working towards sustainable urban development. The activities are strongly influenced by two global UN initiatives: the New Urban Agenda and the Agenda 2030 Sustainable Development Goals.
